LYONS FUNERAL SERVICE Percent Change 26 13 12 -2 -4 as many as 50 water sources monthly in an attempt to gauge the mosquito population. In the winter, the hunt turns to dank sewer tunnels and wells, where some species hibernate. Researchers focus on the female mosquito, because she is the one that bites humans. They wake her from hibernation to get the virus moving again, then freeze the insect to preserve the virus for testing. One other infected overwintering group of mosquitoes was found in New York City in 2000 no aberration in light of the Lehigh and Monmouth finds.

County officials would not divulge the exact sites where the mosquitoes were found, for fear of creating a scare. Louise Bug-bee, the West Nile virus coordinator for Lehigh County and a member of the team that came upon the infected insects, said only, "We found them in a springhouse, like a root cellar." With the arrival of warm weather, researchers are starting to test standing water for larvae, put out traps for hatchlings, and gather samples. New Jersey stocks mosquito-eating fish in some areas, and both states use a biological agent to kill the larvae in ponds. After four years of West Nile, public-health officials are dispensing the same advice: remove as much standing water from yards as possible, including in watering cans, old tires and wading pools. Even a small bucket of water becomes home to mosquitoes after four days.

And when going outside at dawn or dusk, wear insect repellent. Scientists, though, newly armed with their winter-hardy finds, are hoping to one day fight West Nile with more than words of wisdom. "We've been trying to figure out how this virus gets through the winter months," said Wayne Crans, director of mosquito research at Rutgers University. "It's about understanding the enemy. You have to understand how the enemy functions before you can do something about it." Contact staff writer Dawn Fallik at 610-313-8131 or at dfallikphillynews.com.

Cases of West Nile have increased significantly in recent years including last summer, when "we had drought conditions," he noted, "and there was still a West Nile presence." For the first time last summer, in fact, the virus appeared in some form in mosquitoes, birds, horses or humans in all of New Jersey's 21 counties.

Twenty-five people were infected, more than double the number in 2001. In Pennsylvania last year, West Nile appeared in all but four of the 67 counties (Elk, Cameron, Carbon and Fulton). There were at least five dozen human cases of the disease and 2,281 positive identifications in animals and mosquitoes. In 2001, West Nile was found in three people, with 413 positives in animals and mosquitoes. There are more than 700 species of mosquitoes in the United States, about 65 of which are found in New Jersey and Pennsylvania.

Of those, 18 were found carrying the virus last year, Kent said. Although the number of West Nile-positives rose dramatically from 2001 to 2002, money allocated for state testing and surveillance in 2003 has not kept pace. The Pennsylvania Department of Environmental Protection, with 12 biologists focused on West Nile, has allotted $7.4 million this year, down $300,000 from last year. According to the DEP, however, county workers are now trained to do some of the surveillance and testing previously conducted by the state. The amount Pennsylvania gave its counties has indeed gone up, from $4.6 million to $6.5 million.

The New Jersey DEP has budgeted $1.3 million for lab testing and other services, a slight increase over 2002. For the most part, counties fund their own surveillance, trapping and spraying programs.
